227 thousand people subject to baseless reports in 2023
The Ministry of Justice announced that 227 thousand 200 people were protected against baseless reports last year under the right to non-stigmatization.
The Ministry of Justice reported that in 2023, a Decision of No Grounds for Investigation (SYOK) was issued for 227 thousand 200 people on the grounds that the reports against them were baseless, within the scope of the right to non-stigmatization implemented to protect the presumption of innocence.
APPROACHING ONE MILLION
According to the statement made by the Ministry, 977 thousand 570 people have been protected against baseless reports since 2017 under the right to non-stigmatization. Within the scope of the right to non-stigmatization, which was implemented to protect the presumption of innocence—one of the inalienable and non-transferable rights of individuals—a SYOK was issued for 227 thousand 200 people in 2023 on the grounds that the reports were baseless.
With this practice, individuals are prevented from being labeled as "suspects" without any oversight due to investigation files that are abstract and lack material basis. By preventing baseless, abstract, and unsubstantiated reports and complaints, it has been ensured that the honor and reputation of citizens are not damaged.
NO INVESTIGATION FOR 227 THOUSAND OUT OF 268 THOUSAND REPORTS
Following the amendment made to Article 158 of the Criminal Procedure Code (CMK) regarding the right to non-stigmatization, a decision of no grounds for investigation was issued in 977 thousand 570 of the 1 million 313 thousand 40 report files opened since 2017.
Last year, out of 268 thousand 362 report files opened, a decision of no grounds for investigation was issued for 227 thousand 200. With the right to non-stigmatization, it was ensured that the honor and reputation of individuals were not damaged by preventing baseless, abstract, and unsubstantiated reports and complaints. Thus, individuals are not inappropriately referred to as "suspects" in judicial records.
