The Constitutional Court (AYM) has published 30 separate decisions regarding the financial audits of political parties. The decisions, which appeared in the October 15, 2026, issue of the Official Gazette, stated that 26 political parties had discrepancies in their accounts, such as missing documents, record inconsistencies, and off-the-books income-expenditure transactions.
Following the findings in the audit files, the Court did not accept the final accounts of certain parties. It was decided to file criminal complaints with the Ankara Chief Public Prosecutor's Office against these political parties, including the Anahtar Party, for legal action to be taken.
The decisions primarily examined the parties' 2024 financial accounts. However, the accounts of some parties for 2022 and 2023 were also subject to audit. While three separate decisions were issued for the 2022, 2023, and 2024 accounts of the Nationalist Republican Party (Milliyetçi Cumhuriyet Partisi), the 2023 and 2024 accounts of the March to Hope Party (Umuda Yürüyüş Partisi) and the Global Justice and Merit Party (Küresel Adalet ve Liyakat Partisi) were evaluated separately.
WHAT DEFICIENCIES WERE IDENTIFIED IN THE AUDIT?
Among the prominent findings in the Constitutional Court's decisions was the failure to submit certified decision samples showing that the final accounts of the parties' headquarters and provincial organizations had been examined and accepted in accordance with the procedure. It was noted that in some files, year-end cash count minutes, bank reconciliation letters, and account documents regarding provincial organizations were also missing.
The Court also evaluated the absence of ordinary management expenses such as rent, electricity, water, telephone, and stationery for the active party headquarters and provincial organizations in the accounts. The decisions stated that this situation prevented the healthy conduct of financial audits and indicated the creation of off-the-books income and expenditures.
