Şahan was detained on March 19 as part of an investigation launched into mayors in Istanbul. Following his arrest by the court, Şişli District Governor Cevdet Ertürkmen was appointed as a trustee to replace him.

Sharing a video on his social media account, Şahan addressed the citizens with the following words:

''I believe that you will increase the struggle and solidarity in Şişli. I have no doubt that you will protect our Şişli Municipality with your iron will. We are right, we will win!''

Following the removal of Şahan, who was arrested as part of the urban consensus investigation, a trustee was appointed to the Şişli Municipality. District Governor Cevdet Ertürkmen has taken over the municipal administration.
