Strict oversight for novice drivers: License cancellation on the agenda

The General Assembly of the TBMM has accepted the first 7 articles of the draft law proposing amendments to the Highway Traffic Law. According to the regulation, those who receive a driver's license for the first time and those who receive a license again after it has been cancelled will be evaluated under the "novice driver" status for 2 years.

The driver's licenses of those who violate the rules determined during the novice driver period may be directly cancelled. In this context, the licenses of those who exceed 75 penalty points will be considered invalid.

The regulation also includes a special provision regarding driving under the influence of alcohol. Regardless of the vehicle type, the driver's license of novice drivers found to be driving with a blood alcohol level above 0.20 promille will be confiscated.

Other violations that could lead to the cancellation of a novice driver's license are listed as follows:

• - Violating turning rules 3 times
• - Violating the right-of-way rule for pedestrians 3 times
• - Violating the obligation to use seat belts and protective systems 3 times
• - Committing any violation that requires the temporary withdrawal of the driver's license

Individuals whose licenses are cancelled will have to complete the process from the beginning to obtain a new driver's license. It will be mandatory for these individuals to re-enroll in a driving school and pass the exams.

To begin the course training, it will be necessary to obtain positive results from a psychiatric examination and a psychotechnical evaluation. Furthermore, it will be mandatory for all past administrative fines to have been paid and for the legal waiting periods to have been completed.

It was stated that the license cancellation procedures regarding novice drivers will be carried out by traffic police.
