New regulation for caravan parking in Istanbul: Circular from the Governor's Office
The Istanbul Governor's Office stated that with the rapid rise in caravan tourism, the number of caravans parking without authorization in public areas has increased. To prevent this, it was emphasized that metropolitan and district municipalities must create designated parking areas for caravans and implement security measures.
In a circular issued by the Istanbul Governor's Office, it was noted that caravan tourism and the number of traveling caravan users have increased recently. It was stated that a significant rise has been observed in the number of caravans parking without authorization in public areas, along coastlines, on roadsides, and in green spaces. It was emphasized that this situation disrupts environmental order, negatively affects public safety and traffic flow, and restricts citizens' social rights, such as the use of beaches. The circular stated that caravan parking areas where caravan users passing through Istanbul or visiting the city for tourism purposes can meet their basic needs must be designated. The Governor's Office requested that municipalities complete their work on this matter as soon as possible.
'MAINTAINING SUFFICIENT PERSONNEL'
In this context, the circular also highlighted that when determining caravan parking areas, site planning should be done in a way that does not disturb the environment or cause transportation issues, that caravans should be positioned in areas of sufficient size, that parking areas should be functionally divided, that infrastructure services such as waste and solid waste collection units, sewage, electricity, and water, as well as other services covering basic needs such as toilets, showers, and sinks, should be planned, and that sufficient personnel should be maintained to ensure security.
'PARKING AREAS MUST BE IDENTIFIED BY METROPOLITAN AND DISTRICT MUNICIPALITIES'
The circular, which pointed out that camera systems capable of recording day and night with sufficient visibility and adequate lighting systems should be installed around caravan parking areas, also emphasized that the use of parking areas for long-term accommodation or residential purposes should not be permitted. It was also emphasized that the license plates and driver identification information of caravans entering the parking area must be recorded. The circular, which stated that regulations on the subject would be carried out meticulously, also specifically noted that work is continuing on the identification of parking areas by metropolitan and district municipalities and on not allowing vehicles to stop outside of official parking areas.
