Most complaints to the ECHR come from Turkey

In 2025, Turkey became the third country with the highest number of violation rulings issued by the European Court of Human Rights (ECHR). Most complaints to the ECHR come from Turkey

In 2025, Turkey became the third country with the highest number of rulings issued against it by the European Court of Human Rights (ECHR), with a total of 66 violation rulings. Turkey also drew attention as the country with the highest number of complaint applications. The most prominent violations in the rulings issued against Turkey were the right to a fair trial and the right to liberty and security.

COMPLAINT APPLICATIONS TO THE ECHR

According to a report by BirGün, a total of 53 thousand 450 complaint applications were made to the ECHR from 47 European countries in 2025. With 18 thousand 450 applications, Turkey became the country with the highest number of pending cases against it. Applications made against Turkey accounted for 34.5% of total applications. As of December 31, 2025, it was reported that the number of pending applications against Turkey was 18 thousand 450.

UKRAINE AND RUSSIA LEAD IN VIOLATIONS

As of 2025, the countries with the most violation rulings after Turkey were Ukraine and Russia. Ukraine topped the list with 160 violation rulings, followed by Russia with 153 violation rulings. Turkey ranked third with 66 violation rulings.

SUBJECTS OF VIOLATIONS AGAINST TURKEY

The distribution of violation rulings issued by the ECHR against Turkey by subject was also announced. The right to a fair trial was the most violated subject, followed by the right to liberty and security.
