1 day left until the opening: What was discussed in the CHP before the Bylaw Congress?

With 1 day left until the CHP's Extraordinary Bylaw Congress, some members of the CHP Party Assembly criticized the quota proposed in the draft bylaw to be granted to the Chairman for parliamentary candidacies.

PRIMARY ELECTIONS

According to ANKA news agency, the proposal to hold primary elections for parliamentary and mayoral candidacies, and for these primaries to be held under judicial supervision, was brought to the agenda at the Party Assembly meeting. It was learned that Özgür Özel expressed his view that primary elections should be held under the supervision of the party organization. Özel stated that this would make it easier to utilize quotas for women and youth.

THREE-TERM RULE

A proposal was made to introduce a three-term limit for parliamentary and mayoral positions, and for this rule to also apply to those who have currently completed three terms. Özel said they would review this proposal.

It was proposed that the block list system be abolished in congress and convention processes, and that the open list system be adopted as the standard. Criticism was raised that the block list is undemocratic and leads to divisions within the party. It was learned that the party leadership is receptive to this proposal.

GENDER QUOTA

Party Assembly members expressed the view that the quota determined by the chairman for parliamentary candidacies is too high. The increase of the 5 percent quota determined by the chairman to 15 percent through a bylaw amendment was another point of criticism at the meeting.

Stating that in this case, the chairman would determine 90 members of parliament, the Party Assembly members argued that the quota should remain the same. In response, CHP leader Özel emphasized that the 15 percent quota would be used to ensure that women and youth are included in candidate lists. Özel stated that the goal is to increase the gender quota by 5 percent at each congress until it reaches 50 percent.
