Concerns over the Framework Law in the Butlan-led CHP: 'Even if there is immunity in the law...'

The Framework Law, submitted to Parliament as part of the new resolution process, has revealed differing stances within the CHP. While the CHP under the Butlan leadership signed the regulation and voted "yes" during the committee stage, 14 CHP deputies did not participate in the vote at the General Assembly.

Following the announcement by Kemal Kılıçdaroğlu, who was brought to the head of the party by a court decision, that they would support the law "without hesitation," Kars Deputy İnan Akgün Alp, speaking on behalf of the CHP at the General Assembly, also stated that they would support the regulation.

In his speech, Alp argued that the law would be "a beginning," and delivered the message, "If the guns fall silent, brotherhood will strengthen; if brotherhood strengthens, Turkey will strengthen." Alp further stated that the regulation did not contain "surrender or defeat" and that the peace was a "dignified peace."

CRITICISM FROM THOSE WHO DID NOT VOTE

It was noted that some deputies who did not participate in the vote drew attention to the public reaction regarding the law. According to the report by Cumhuriyet, it was conveyed that some deputies assessed the situation by saying, "There is no telling what this government will do. There is a public reaction against the law. Even if there is immunity in the law, society will judge the support for the law."

It was also noted that some deputies did not participate in the vote on the grounds that they were in favor of peace but could not support a process that "appears to have been prepared at the request of imperialism." It was also stated that this stance should not be evaluated as an act against the party leadership.

The CHP deputies who did not participate in the vote were listed as follows: Serkan Sarı, Türker Ateş, Gülizar Biçer Karaca, Ahmet Baran Yazgan, Mehmet Güzelmansur, Nermin Yıldırım Kara, Vecdi Gündoğdu, Aliye Kavaf, Ömer Fethi Gürer, Nurten Yontar, Mustafa Adıgüzel, İlhami Özcan Aygun, Aysu Bankoğlu, and Tahsin Becan.

The members who cast a dissenting vote were Jale Nur Süllü and İlhan Kesici. In a statement made on her social media account, Süllü stated that the law does not contain legal clarity and does not provide sufficient predictability in terms of the mechanisms to be implemented and the consequences it will create.

Süllü expressed concern about leaving a sensitive regulation to the political discretion of the AKP government, cited the reactions formed in society as the reason, and announced that she therefore cast a "dissenting" vote.

Among the CHP deputies who voted in favor of the law were Müzeyyen Şevkin, Deniz Demir, Semra Dinçer, Sururi Çorabatır, Hüseyin Yıldız, Orhan Sarıbal, Ediz Ün, Gürsel Erol, Hasan Öztürkmen, Gülcan Kış, Gamze Akkuş İlgezdi, Engin Altay, Enis Berberoğlu, Yüksel Mansur Kılınç, Oğuz Kaan Salıcı, Erdoğan Toprak, Sevda Erdan Kılıç, Rıfat Turuntay Nalbantoğlu, Mahir Polat, Rahmi Aşkın Türeli, İnan Akgün Alp, Barış Bektaş, Ali Fazıl Kasap, Ali Öztunç, Cem Avşar, Faik Öztrak, Kadim Durmaz, Ali Karaoba, and Cevdet Akay.
