Framework law and student amnesty to be discussed in the Grand National Assembly of Turkey this week

This week in the Grand National Assembly of Turkey, the "framework law" proposal, prepared as part of the second opening process called "Terror-Free Turkey," as well as the regulation granting students who have been dismissed from universities the opportunity to return, will take center stage.

It is expected that the group coordinators of the parties serving on the National Solidarity, Brotherhood, and Democracy Commission will meet with Parliament Speaker Numan Kurtulmuş to finalize the framework law proposal. The DEM Party is also expected to continue its contacts with other political parties as part of the process.

Following the submission of the proposal to Parliament, it is planned to be addressed in the Justice Commission and subsequently brought to the General Assembly agenda.

STUDENT AMNESTY REGULATION TO BE DISCUSSED

In the General Assembly this week, deliberations will also begin on the Draft Law on Amendments to the Higher Education Law and Certain Other Laws. The proposal includes a "student amnesty" regulation that grants students who have been dismissed from universities the right to return to their education.

According to the regulation, students who have been dismissed from undergraduate, associate degree, degree completion, and graduate programs will be able to return to their education by applying to their former universities within 4 months. With a motion accepted during the commission stage, the path was cleared for students who had not previously benefited from an amnesty and had been dismissed to return to their universities in the 2026-2027 academic year.

Students dismissed from the Police Academy, the Gendarmerie and Coast Guard Academy, and military educational institutions affiliated with the National Defense University were kept outside the scope of the regulation.

The draft law also contains other topics related to the field of higher education. With the expansion of academic ethics provisions, academic personnel who prepare publications and studies for others for a fee or free of charge, or who mediate such acts, will also be subject to sanctions.

The proposal also envisions that state universities will be able to open campuses abroad, that more than one higher education institution will be able to establish joint offices, and that they will be able to develop investment or partnership models for the commercialization of the knowledge and inventions produced.

A provision regarding faculty members working at universities in Anatolia being able to continue their academic work on a contract basis for 2 more years after becoming eligible for retirement is also within the scope of the proposal. Furthermore, it is planned to add academic staff who will work in higher education institutions to the list of individuals subject to security investigations and archive research.
