Framework law message from Erdoğan's advisor: 'The point of no return has been passed in a Terror-Free Turkey'
Chief Advisor to the President Mehmet Uçum evaluated the framework bill submitted to the Grand National Assembly of Turkey (TBMM) as a "historic turning point."
Chief Advisor to the President and Deputy Chairman of the Presidential Legal Policies Board, Mehmet Uçum, stated in his assessment regarding the second opening process, dubbed "Terror-Free Turkey," that the transition process bill submitted to the TBMM represents a critical stage.
In his statement titled "The Historic Role of the Grand National Assembly of Turkey in the Transition Process to a Terror-Free Turkey," Uçum expressed that a new threshold has been reached in the liquidation of what he described as Turkey's "systemic terror scourge."
Uçum noted that the background of the process lies in the paradigm shift that AKP Chairman and President Recep Tayyip Erdoğan introduced as a state initiative approximately two years ago, and that the goal of a "Terror-Free Turkey" was defined and announced through the initiatives of MHP Chairman Devlet Bahçeli.

Stating that the Assembly first established a commission and then prepared a report in line with this goal, Uçum reported that the transition process bill within the framework of state policy, which was submitted last week, has been accepted by the Justice Commission and has reached the General Assembly stage. Uçum expressed his expectation that the bill will be enacted in the General Assembly with a high number of votes.

Defining the transition process as one of the "non-routine" periods in the history of the Republic, Uçum argued that such processes should be managed not through the narrow agenda of party politics, but through the common needs of the country and the nation.
Stating that with the adoption of the law, the process will enter an irreversible stage under the name "Law on National Solidarity and Social Integration," Uçum emphasized that subsequent steps must be taken with sensitivity. Uçum pointed to the importance of not prolonging the process and rapidly completing concrete steps, including the liquidation of the organization's remaining elements and laying down arms.

"THE HISTORIC ROLE OF THE GRAND NATIONAL ASSEMBLY OF TURKEY IN THE TRANSITION PROCESS TO A TERROR-FREE TURKEY!
Two years ago, starting from the last week of August 2024, the goal of a Terror-Free Turkey, which came to the agenda with the announcement of the paradigm shift that was a State initiative by our National Leader President Erdoğan, and whose path was paved by the determined initiatives of our valuable elder, the courageous leader Mr. Bahçeli, was defined and announced.
The Grand National Assembly of Turkey initiated a major effort towards the goal of a Terror-Free Turkey, first by establishing a Commission and issuing a report.
Last week, a transition process bill was submitted to our Assembly, within the framework of State Policy and in accordance with the Commission report, which will fundamentally liquidate the nearly fifty-year-old systemic terror scourge. The bill was accepted by the Assembly Justice Commission and came to the General Assembly. It is expected that the bill will be enacted in the General Assembly with a large number of votes.
We are in a great historical period. This period is a transition process in which Turkey is definitively and permanently liquidating systemic terror. The transition process to a Terror-Free Turkey has entered an irreversible stage with the "Law on National Solidarity and Social Integration," proposed by 367 deputies from six parties in the TBMM. The point of no return has been passed.
Non-routine periods are managed with non-routine methods. The transition process is one of the most important non-routine periods in our Republican history. The basic criterion of non-routineness is to evaluate the subject not through current politics, but with a general political approach. It is to look at the subject not in terms of party politics agendas, but through the needs of the country.
For this reason, the legal policy of the transition process was also a policy that needed to be developed specifically. The transition process law is the concrete product of this approach. We are talking about a law that is not the result of the ordinary legislative activity of the TBMM, but of an extraordinary legislative activity suitable for a transition process carrying extraordinary conditions:
The fact that the bill has the will of six parties and the signatures of 367 deputies, one of the highest numbers in history, is the first major evidence of this extraordinary legislative activity.
The uniqueness of the bill's discussion process also points to this.
The much higher consensus and number of votes that will emerge in the adoption of the law will be the decisive evidence of this extraordinary legislative activity.
These have revealed that the subject has been handled by transcending current politics and party agendas, and that the subject is viewed through general politics and the needs of the country.
Let us state that the establishment of the Commission, its work, its report, the bill, and the discussion process will take their place as magnificent pages in the honorable history of the TBMM.
In this process, the Speaker of the TBMM, the group leaders of the People's Alliance, the leaders of other parties supporting the process, and of course all the deputies have successfully and honorably fulfilled a great historical responsibility. They have become people who have left their mark on history.
The 28th Term of the TBMM is putting forward strong practices, and we believe it will make even stronger moves. We cannot be proud enough of all our deputies who are worthy of and loyal to the Turkish Nation.
Of course, what comes after this is also extremely important. Not prolonging the steps to be taken after the law and the rapid fulfillment of what is required, including the liquidation of the remaining elements of the defunct organization and the concrete work of laying down arms, will be the most important practices against the infection of the process. The State, with its strong will at every level and all its institutional capacity, is ready for the implementation of the law and the fulfillment of its requirements.
As can be seen, those who see the phased nature of the process and act in harmony with the dynamics of these mandatory stages will contribute to Turkey winning together. Those who resist this will lose and will have no place in Turkey's political future.
Turkey's future is now bright, its path is clear. The rise of the fully independent, anti-imperialist Republic of Turkey will be on the basis of stronger democracy and stronger economic foundations. In the Century of Turkey, which is the second century of the Republic, Turkey's rise will achieve success."
