‘Framework law’ rift in CHP

While the “Draft Law on Strengthening National Solidarity and Social Integration,” known in the public eye as the “framework law,” is expected to come before the TBMM General Assembly, a notable statement has come from CHP İstanbul MP İlhan Kesici.

The proposal, which was accepted in the TBMM Justice Commission, is scheduled to be discussed in the General Assembly on August 10, 2026. Regarding the proposal, which came to the agenda with Kemal Kılıçdaroğlu’s words, “We will contribute without hesitation,” Kesici announced on his social media account that he would cast a “no” vote.

In his statement, Kesici noted that the Republic of Turkey is a “nation-state and unitary state established by paying very high prices.” Expressing his belief that the proposal contains elements that could damage this fundamental characteristic of the Republic, Kesici stated that he could not consent to it.

Emphasizing his parliamentary oath, Kesici said, “My loyalty to the parliamentary oath I took in accordance with Article 81 of the Constitution of the Republic of Turkey is absolute. For this reason, the color of my vote is clear: NO.”
