According to the information obtained, the criminal organization forged the e-signatures of certain department heads working at the Information and Communication Technologies Authority (BTK), the Council of Higher Education (YÖK), and the Ministry of National Education. Furthermore, system access belonging to certain individuals working in the student affairs units of 15 different universities was used illegally.

The fake diplomas produced using this method were entered into YÖK's official system. The documents in question were also made viewable as "genuine" via e-Devlet.
