Hanefi Avcı on 'change': 'Lower-level staff in the police are leaking critical information'

Former Head of the Intelligence Department of the General Directorate of Security, Hanefi Avcı, said, "Some of the police's problems have been moved to the MHP. The MHP is dealing with appointments, promotions, and assignments. Why? Because the personnel are coming from there." 

Responding to questions from T24's Gökçer Tahincioğlu, Avcı stated, "Inevitably, an MHP-affiliated group has formed within the police," and added the following:

'THEY HAVE ORGANIZED AMONG THE YOUNG CADRES IN THE MHP'

"We saw in the recent Sinan Ateş case that they have organized among the young cadres in the MHP, and they are exchanging information without recognizing any hierarchical system. A supervisor says, 'I need the location of person A, I need this information.' They ask the officer directly there. That person calls the technical unit and says, 'I need this person's address,' and they pull it out and give it to them.

'PEOPLE ARE FORMING FACTIONS AROUND THOSE WHO HOLD POWER'

The state has its own staff, but these people are in the minority. People are forming factions around those who hold power. Let's say the Hak-Yol group is influential in assignments. So what happens? People start appearing on their side. (...) The judiciary is the same. When an assignment is made outside the routine, everyone says this group did it.

'I BELIEVE THE CHANGE WILL CONTINUE'

In Turkey, a change of minister changes not only the minister but also a mindset. For example, the arrival of Mr. Sadettin Tantan changed a mindset. With the departure of Süleyman Soylu, a new change occurred. I think this change took place within the party. I am of the opinion that the change will continue with a new staff in the coming period.

'THEY ARE LEAKING CRITICAL INFORMATION'

Lower-level officers are leaking very critical information to various places without your knowledge. This may seem like a small thing, but they are obligated to take precautions against this when it is used in a very dire situation tomorrow. This is actually harmful to an extent that cannot be predicted. If people can get information from you so easily, they might have used this information in the Sinan Ateş case. Well, how can we be sure that this hasn't been leaked to other places? I think it has been leaked to many places, actually.

'IN MY TIME, THE ALARM WOULD GO OFF'

For example, in my time, if you queried a government member, an alarm would go off. You need good control. Because there is very critical information there; if I wanted to, I could know every place a minister, prime minister, or general went, hour by hour, and I could know their movements from five years ago."
