Limak's public tenders on the Parliament's agenda
CHP's Murat Emir stated that Limak Construction has received 25 public tenders worth 7.7 billion TL in 12 years, noting that a significant portion of these were awarded through the negotiated procurement method.
CHP Ankara Deputy Murat Emir shared data regarding the public tenders awarded to Limak Construction, a company often cited among those referred to in the public eye as the "gang of five." According to Emir, the company undertook 25 public tenders between 2011 and 2022, with a total contract value of 7 billion 728 million 974 thousand TL.
Emir stated that Limak received 20 of these 25 tenders on its own, while it formed joint ventures for five of them. According to the shared information, 14 of the tenders were conducted via the negotiated procurement method, eight via open tender, and three via the "restricted procedure" method.
Emir, who reported that the total contract value of the 14 tenders awarded through the negotiated method was 5.8 billion TL, emphasized that this method is frequently criticized in public procurement. Emir stated that Limak undertook all of the tenders it received via the negotiated procedure on its own.
According to the data shared by CHP's Emir, tenders received from the State Hydraulic Works (DSİ) stand out among Limak's highest-value projects. Emir said the company received five tenders from DSİ with a total cost approaching 3 billion TL.
Stating that the tender for the 1,000-bed city hospital planned to be built in Diyarbakır was also awarded to Limak for 1 billion TL, Emir criticized the lack of oversight and transparency regarding the use of public resources.
Emir noted that the discount rate in favor of the public in tenders conducted via the negotiated method remained at approximately 20 percent, assessing that "The data reveals that public resources are being handed over to contractors disproportionately."
