It has emerged that the Eliz Hotel, where the AKP held its retreat in Kızılcahamam, belongs to Gürkan Dölekli, a business partner of Aziz İhsan Aktaş, the whistleblower whose testimony served as the basis for operations against CHP-run municipalities. Dölekli had been detained following statements made by Aktaş after he became a whistleblower, but was released under judicial control.

According to a report by Özgür Cebe from Sözcü, while Dölekli is known as the owner of Güven Asfalt A.Ş., he has partnerships with Aktaş in many areas. These partnerships include an aviation company established with Kalyon Holding. Furthermore, Dölekli is known to be a relative of Ahmet Dölekli, the former AKP mayor of Pasinler, Erzurum.

GIANT FUEL STATION

One of Europe's largest fuel stations, operated through a partnership between Aziz İhsan Aktaş and Gürkan Dölekli, is located in Gaziosmanpaşa, Istanbul. The land for this station belonged to the General Directorate of Highways and was allocated by the Ministry of Transport and Infrastructure through a build-operate-transfer model. However, no other company was granted permission in the same area.

The Istanbul Metropolitan Municipality and the Gaziosmanpaşa Municipality had not issued a license for this station on the grounds that it did not meet the compliance criteria. However, the authority was transferred to the Ministry of Environment, Urbanization and Climate Change, enabling the acquisition of the license.

TENDERS IN CYPRUS

Dölekli and Aktaş's companies also received significant tenders in Cyprus. One of these was a 4 million 346 thousand euro tender for the purchase of electronic meters. The tender was awarded to Elif-LPG, which did not deposit its security deposit on time. The firm that won the tender withdrew, claiming it had been pressured.

Aziz İhsan Aktaş allocated one of the luxury villas he had built in Diyarbakır to the regional manager of a private bank. These villas are notable for their ultra-luxury features, and Aktaş's family resides there. The land for the villas was purchased when TOKİ put public lands up for sale.

Aktaş used these villas as collateral for some private banks to obtain long-term, low-interest loans.
