The AKP is nearing the end of its reform work regarding local governments. During the Central Decision and Executive Board (MKYK) meeting chaired by AKP Chairman and President Recep Tayyip Erdoğan, preparations regarding the functioning of municipalities and the local government system were brought to the agenda.
It was stated that AKP Deputy Chairman and Head of Local Governments Mustafa Demir gave a presentation at the meeting. The presentation evaluated the financial structure of municipalities, audit processes, the division of duties between metropolitan and district municipalities, and local government practices in rural areas.
It is stated that one of the main pillars of the reform is strengthening financial discipline in municipalities. According to AKP sources, the study also addressed allegations of irregularities, corruption, and extortion, which are considered to cause disruptions in municipal services. In this context, the aim is to make audit mechanisms more effective.
Another dimension of the preparations involves reducing the confusion of authority in local governments. It was noted that proposals were focused on clarifying the areas of responsibility, especially between metropolitan municipalities and district municipalities, and ensuring that service processes operate more efficiently.
It is stated that the work is being carried out under five main headings: transparency and auditing in local governments, development of the local government model, financial structure of local governments, new practices, and zoning and planning.
After the final form is given to the regulation, the goal is to submit the proposal to the Grand National Assembly of Turkey as soon as possible.
