Another statement on the new constitution from Parliament Speaker Kurtulmuş! 'The first 4 articles...'

Parliament Speaker Numan Kurtulmuş attended the deliberations on the 2025 Central Government Budget Law and the 2023 Final Account Law proposal at the Planning and Budget Committee.

Kurtulmuş stated that while clearly expressing Turkey's stance on international platforms, regarding the Turkish Cypriots and Azerbaijan's Karabakh Victory, they have also conveyed our nation's honorable and fair attitude in the face of the humanitarian tragedy in Gaza to the world public.

THE PALESTINE ISSUE

Kurtulmuş said, "Our Parliament resolutely defends our nation's reputation, rights, and laws, and serves as the voice of our people in this path. Under this lofty roof, we strive to be the voice of the human conscience not only in our nation's internal affairs but also on the international stage. The Palestine issue is one of the symbols of the search for rights and justice worldwide, and as the Grand National Assembly of Turkey, we play an active role in every stage of this struggle. In our meetings with more than 180 interlocutors, most of whom were heads of state, government, or parliament, we have always expressed our stance against the oppression of Israel in Palestine and our determination to announce these illegalities to the whole world. Both in our bilateral contacts and in our efforts to mobilize parliaments, we have worked to raise the common voice of the humanitarian front to ensure peace and a ceasefire in Palestine. In parliamentary diplomacy, the activities we carry out so that the Palestine issue does not escape the attention of the world public and that all parliaments contribute to this struggle with a common will are intensifying day by day. In all processes, from the demands conveyed to the United Nations General Assembly to the genocide case brought to the International Court of Justice, the full support of the Grand National Assembly of Turkey has been ensured through the cooperation of different political views and parties."

Underlining that the mediation role they assumed in the Ukraine-Russia crisis is an important part of the efforts they carry out to contribute not only to regional but also to global peace, Kurtulmuş said, "As a country that can establish a dialogue with both countries and is trusted by both sides, we maintain a firm stance on ending the conflict, ensuring the delivery of humanitarian needs, and facilitating the rapprochement of the parties. As the Grand National Assembly of Turkey, while acting within the framework of our nation's interests, we emphasize this will at every opportunity in the international arena. It is important to see that the proposals our country has presented to the parties regarding peaceful solutions were carefully evaluated during our meeting with Mr. Putin. We have received positive signals that the contributions Turkey provides for the assurance of not only regional but also global peace can be moved to a ground of mutual cooperation."

NEW CONSTITUTION

Regarding the new Constitution, Kurtulmuş stated that a Constitution is a necessity and that the TBMM has the power to draft a new one.

Kurtulmuş said, "We believe that the Grand National Assembly of Turkey, with its experience spanning over a century, can always put the need for a new Constitution that suits the interests of the nation on its agenda. If the parties agree, reach a compromise, and a certain consensus is achieved, it is possible for the new Constitution processes to continue. I am of the opinion that in the contacts we have made on this subject, especially the first four articles can yield beneficial results in the negotiations to be held regarding the Constitution without being subject to debate. The steps we take in the constitutional process should be handled with an approach that protects the rights and freedoms of all segments of our nation and treats all parties equally."
