A striking detail has emerged regarding Beykoz Mayor Özlem Vural Gürzel, who resigned from the CHP to join the AKP.

It is alleged that one week after Gürzel took office, she awarded two significant tenders to Aktif Sanat İnşaat, a company owned by İlyas Dönmez, one of the founders of the HAS Party. According to a report by Medyaradar, these tenders covered park construction and landscaping projects planned for 2025.

The first tender, held on March 17, 2025, was for the "2025 2nd Region Park Construction and Landscaping" project. Aktif Sanat İnşaat won this tender, for which seven companies submitted bids, with a price of 82 million 720 thousand TL. On the same day, the "2025 Beykoz 1st Region Park Construction and Landscaping" tender was also concluded, and the same company won this project as well with a bid of 90 million 452 thousand TL. Five companies had participated in this tender.

The contracts for the tenders were signed on April 15, 2025. Özlem Gürzel had assumed the position of acting Mayor of Beykoz on March 10. Aktif Sanat İnşaat has been participating in public tenders since 2014 and has received a tender from a municipality previously held by the CHP for the first time.
