Sanctions impasse: Turkey did not sign the embargo on Israel
At the Hague Group summit held in Bogota, the capital of Colombia, harsh sanctions against Israel were on the agenda. Although Turkey signed the text condemning the attacks, it did not sign the commitment containing an arms embargo on Israel. 11 countries accepted the sanctions in writing.
Bogota, the capital of Colombia, was the scene of international diplomatic traffic against Israel's attacks on Gaza, Lebanon, and Syria. 32 countries, including Turkey, were represented at the summit held under the umbrella of the "Hague Group." The main agenda of the conference was the illegality of the attacks recently carried out by Israel in the region under international law and the common measures that could be taken against this situation.
TURKEY SIGNED THE CONDEMNATION TEXT
At the summit, a condemnation declaration, which was prepared first and defined the actions carried out by Israel in Palestinian territories as attacks that "violate international law and target civilians," was presented to the whole world. By signing this declaration, Turkey took its place among the countries that officially condemned Israel's attacks. The declaration also included a call for the protection of civilians and a demand for a ceasefire.
SANCTIONS PACKAGE ON THE TABLE: 11 COUNTRIES SIGNED BUT TURKEY DID NOT
However, the most controversial topic of the summit was not limited to condemnation alone. A package containing harsh sanctions against Israel was brought to the agenda at the summit. This package envisaged a complete halt to the export of weapons, ammunition, military fuel, and "dual-use" products—meaning items that can be used in both civilian and military fields—to Israel.
For the sanctions to come into effect, countries were required to provide a written commitment. 11 countries, including South Africa, Chile, and Colombia, accepted this embargo on Israel in writing. However, according to the report by Zeynep Gürcanlı from Ekonomi Gazetesi, Turkey did not sign this document.
PORTS ARE CLOSING TO ISRAEL
According to the commitment of the countries that accepted the sanctions, ships identified as carrying weapons to Israel will not be accepted into ports, regardless of which country's flag they fly. No port services, including refueling, will be provided to these ships.
PUBLIC AGREEMENTS WILL BE REVIEWED
The embargo text included not only shipment bans but also more comprehensive measures. Accordingly, the countries that signed the declaration will review all public agreements currently in force with Israel. If deemed necessary, these agreements will be suspended or canceled.
DECISION TO AMEND DOMESTIC LAW
The signatory countries also committed to making the necessary legal arrangements in their own domestic laws to allow for the prosecution of Israeli officials who commit war crimes or crimes against humanity in the occupied Palestinian territories. This regulation means that Israeli officials could be arrested in the signatory countries.
