AKP Group Chairman Abdullah Güler, at a press conference he held in Parliament, both explained the legislative proposal regarding certain investment funds decided for liquidation and responded with harsh words to the allegations made by Yeni Parti İzmir Deputy Ümit Özlale against two ministers.
Güler argued that a mistake was made due to a similarity in names regarding the allegations concerning the father of Minister of Family and Social Services Mahinur Özdemir Göktaş. Stating that there are approximately 4 thousand people in Turkey named "Hasan Özdemir," Güler said the allegations turned out to be baseless.
Claiming that Özlale spoke about Göktaş and Minister of Trade Ömer Bolat with "false information," Güler stated, "After so many lies and slanders, you would say, 'I am sorry, I confused the names of Hasan Özdemir, I apologize,' wouldn't you? Ümit Özlale admits to the lies and slander, and says, 'I will not apologize.'"
Güler also recalled the statement Özlale made on his social media account after his own name was previously associated with fund discussions. Recounting that Özlale had asked how investor information was accessed, Güler directed the same question this time regarding the allegations about the ministers.
I am not saying anything to him; I am responding with his wife's words. I hope he feels ashamed. Keep your lies and slanders to yourself.
FUND PROPOSAL COMING TO THE COMMISSION
Touching upon the regulation regarding investment funds at the press conference, Güler announced that the "Draft Law on Certain Investment Funds Decided for Liquidation" was submitted to the Speaker of the Parliament after 15 days of work. Güler stated that the process was evaluated with the relevant bureaucrats under the chairmanship of Vice President Cevdet Yılmaz.
Stating that the proposal is a "temporary and exceptional" regulation for investment funds whose liquidation was decided by the CMB's decision dated September 17, 2026, and whose liquidation had not been completed as of the date the law was published, Güler emphasized that this does not mean a general and permanent liquidation regime for capital markets.
According to the information provided by Güler, the total portfolio size of the funds in liquidation corresponds to 2.4 percent of household financial assets. The 131 funds within the scope of liquidation constitute 4.6 percent of the total number of funds in the system.
Expressing that no public resources will be used within the scope of the regulation, Güler said that the liquidation process of the funds will be carried out through existing collateral, movable and immovable assets, stocks, and bonds. The proposal is expected to be discussed in the Planning and Budget Commission next week and then come to the General Assembly agenda.
Güler stated that investigations regarding capital markets are also continuing. He said that over 85 detentions have been made and arrests have occurred in the processes carried out by the Istanbul Chief Public Prosecutor's Office within the scope of the provisions of Capital Markets Law No. 6362 regarding market-disrupting actions, insider trading, and market fraud.
Touching upon the opposition's call for the establishment of a parliamentary inquiry commission regarding the funds, Güler stated that the matter has been referred to the judiciary and that the State Audit Board is also conducting an examination. Güler pointed to the presumption of innocence in the Constitution and the limits on making statements in the legislative body regarding ongoing cases.
