Special session at the Grand National Assembly of Turkey for April 23

The Grand National Assembly of Turkey (TBMM) General Assembly will convene for a special session on the occasion of the April 23 National Sovereignty and Children's Day, presided over by Speaker of the Parliament Numan Kurtulmuş. In addition to Kurtulmuş, representatives of political parties will deliver speeches at the special session, which will also be attended by AKP Chairman and President Recep Tayyip Erdoğan. The General Assembly will also discuss a legislative proposal that includes increasing administrative fines for those who occupy the 112 Emergency Call Center.

Special session at the Grand National Assembly of Turkey for April 23

The Grand National Assembly of Turkey (TBMM) General Assembly will convene for a special session on the occasion of the April 23 National Sovereignty and Children's Day, presided over by Speaker of the Parliament Numan Kurtulmuş.

Special events will be held at the Parliament as part of the celebrations for the April 23 National Sovereignty and Children's Day and the 105th anniversary of the opening of the TBMM.

Kurtulmuş will host children from 30 countries tomorrow. A "Children's Forum" will be held at the TBMM on the same day.

On Tuesday, April 22, the "April 23 Children's Special Session" will be held at the TBMM General Assembly. After Speaker of the Parliament Kurtulmuş opens the session, the Presidential Council will be handed over to a child speaker and child clerk members who will preside over the session. Children will manage the General Assembly during this session.

On Wednesday, April 23, the General Assembly will convene with a special agenda for the National Sovereignty and Children's Day and the 105th anniversary of the opening of the TBMM. Speaker of the Parliament Numan Kurtulmuş will preside over the special session.

At the April 23 special session, which will be held with the participation of AKP Chairman and President Recep Tayyip Erdoğan, Kurtulmuş and representatives of political parties will deliver speeches. The celebrations will continue with a reception hosted by Speaker of the Parliament Numan Kurtulmuş.

GENERAL ASSEMBLY TO CONTINUE DISCUSSING LEGISLATIVE PROPOSALS

In its weekly work, the TBMM General Assembly will begin discussions on the Legislative Proposal on Amendments to Certain Laws and Decree-Law No. 375, which was prepared in line with the annulment decisions of the Constitutional Court.

According to this proposal, the administrative fine applied to those who call the 112 Emergency Call Center to occupy it and speak with officials or persistently leave calls will be increased from 250 liras to 1,500 liras. If it is determined by the teams arriving at the scene that the report made to the Emergency Call Center is unfounded, an administrative fine of 15,000 liras will be imposed.

Revenues obtained within the scope of services carried out by the Ministry of Youth and Sports in accordance with legislative provisions will be recorded as special income. The Ministry's revenues will again be used within the Ministry's budget.

Experts and assistant experts of the Savings Deposit Insurance Fund (TMSF) will also be employed subject to the provisions of the additional 41st article of the Civil Servants Law regarding matters such as examinations, proficiency, thesis, and appointment to expertise.

In calculating the service period required for those to be appointed as high-level public administrators, all periods actually worked in international organizations and the private sector or as self-employed, provided that they are subject to social security institutions after completing 4 years of higher education, will be taken into account.

PROCESS BEGINS FOR ELECTION OF HSK MEMBERS

The State Economic Enterprises (KİT) Commission will continue its discussions on the balance sheets and income statements of institutions for the years 2021 and 2022. This week, the Commission will discuss the balance sheets and income statements of the Turkish Electricity Transmission Corporation (TEİAŞ), the Turkish Electricity Distribution Corporation (TEDAŞ), the Türkiye Vakıflar Bankası TAO, and their subsidiaries.

The Artificial Intelligence Research Commission will hear from officials from the Ministry of Agriculture and Forestry, the Turkish Statistical Institute (TÜİK), the Turkish Employment Agency (İŞKUR), and Ankara University.

In the Human Rights Investigation Commission's Subcommittee on Children's Rights, officials from the Ministry of Family and Social Services, the Afyonkarahisar Children's Rights Provincial Committee, the Ankara Metropolitan Municipality, and the Konya Metropolitan Municipality will make presentations.

The Joint Commission composed of members of the Constitutional and Justice Commissions will meet for the first time to determine candidates for the 5 members to be elected to the Council of Judges and Prosecutors (HSK) by the TBMM General Assembly. The Commission will decide to establish a Subcommittee to examine the applications made for candidacy. Thereupon, the Subcommittee will prepare its report within the determined period and submit it to the Joint Commission. The Joint Commission will then reconvene and notify the General Assembly of the 15 candidates it has determined for the 5 seats. 5 members will then be elected to the HSK from among these candidates in the General Assembly.
