Statement from Sezai Temelli on Öcalan: 'We are expecting a regulation'

DEM Party Group Deputy Chair Sezai Temelli, in a statement regarding the framework law currently under preparation, said that negotiations are ongoing concerning the status of PKK terrorist organization leader Abdullah Öcalan, the situation of the organization's leaders, and the scope of individuals who may return to the country.

Speaking to İlke TV, Temelli said, "We have received information that negotiations are still ongoing regarding Abdullah Öcalan's status, the situation of the organization's leaders, and the scope of who can return to the country."

Temelli stated that the regulation on the agenda should not be considered limited to just the first step, and drew attention to the importance of a legal basis for the continuation of the process. The DEM Party politician argued that the first step to be taken must be "encouraging, promising, and path-opening."

Making assessments regarding Öcalan's role in the process, Temelli suggested that a special regulation could be made within the scope of the framework law. Temelli expressed that this topic relates to both legal status and the conditions for actual work and meetings.

In his statement, Temelli said, "His ability to continue his role in the process and the conditions for him to continue this. One side of this is his legal status, and the other side is, of course, his ability to be involved in the work in practice."

Touching upon the disarmament process, Temelli said that regulations regarding the participation of organization members in social and legal life are expected to be handled in a phased manner. According to Temelli, this topic requires a broader legal framework that could cover those in prison, those abroad, those with ongoing judicial processes, and affiliation files.

Stating that the regulation to be made may create a need for changes in many laws, Temelli described the text currently under preparation as a "foundational law."
