Turkish Parliament to begin new legislative year with a busy schedule

Following the adoption of the 17-article 'Law Proposal on Amendments to the Animal Protection Law,' which includes provisions for the euthanasia of stray animals if they are not adopted, the Turkish Parliament (TBMM) entered its recess until October 1.

During the recess, some specialized committees will continue their work, and the Parliament will remain open. However, General Assembly sessions will not be held.

NEW LEGISLATIVE YEAR TO BEGIN ON OCTOBER 1

The TBMM General Assembly will resume its work on October 1 with the opening of the 3rd Legislative Year of the 28th Term. The new legislative year will be inaugurated with a ceremony.

On October 1, the General Assembly will begin its new legislative year with deliberations on the Teaching Profession Law Proposal and the 9th Judicial Package.

Furthermore, the Law Proposal on Amendments to the Law on the Protection of Consumers and Certain Other Laws, which was approved by the TBMM Committee on Industry, Trade, Energy, Natural Resources, Information and Technology before the Parliament went into recess, will also be added to the General Assembly's agenda.

In the new legislative year, the General Assembly will address new law proposals containing various regulations in different fields submitted to the Speaker of the Parliament and will deliberate on law proposals concerning international agreements.

The regulations in the proposals that the General Assembly is expected to address first are as follows:

9TH JUDICIAL PACKAGE

According to the Law Proposal on Amendments to Certain Laws, known in the public as the 9th Judicial Package, the crime of insult via audio, written, or visual communication will be removed from the scope of conciliation and included in the scope of advance payment.

For the crime of insult, which is subject to complaint for investigation and prosecution, the complaint period shall not exceed two years from the date the act occurred, regardless of the circumstances.

Those who have completed mediation training and have 20 years of professional seniority will be able to register in the mediation registry without taking a written exam. A requirement to be a law graduate will be introduced to become a conciliator.

The sales procedure for vehicles held in impound lots due to being found or confiscated in accordance with legal provisions, and which are not claimed or sought by their owners within 6 months, will be redefined.

TEACHING PROFESSION LAW PROPOSAL

According to the Teaching Profession Law Proposal, a National Education Academy will be established. The preparatory training, consisting of theoretical and practical courses determined within the framework of teaching profession competencies, will be provided by the National Education Academy.

Teacher candidates will be paid a monthly amount during the preparatory training period, calculated by multiplying the determined indicator figure by the civil servant monthly coefficient.

Contracted teachers who have completed three years of service will be appointed to teaching positions in their place of duty upon their request. Those appointed to teaching positions will not be able to change their place of duty for 1 year, except for relocations based on valid excuses.

The teaching profession of those convicted of crimes involving the production and trade of drugs or stimulants, facilitating their use, accepting, possessing, or using them, as well as crimes of indecent behavior, obscenity, prostitution, and crimes against sexual immunity, will be terminated.

In the event that the crimes of "intentional injury," "threat," "insult," and "resisting to prevent the performance of duty" are committed against teachers in official and private educational institutions affiliated with the Ministry of National Education due to their duties, the penalties will be increased by half, and the provisions for the suspension of prison sentences will not be applied.

Among the currently serving teachers and expert teachers, those who have completed 20 years of service and meet the conditions, excluding the requirement of having at least 10 years of service as an expert teacher, will be able to apply for the title of head teacher.

PROPOSAL FOR THE PROTECTION OF CONSUMERS

According to the Law Proposal on Amendments to the Law on the Protection of Consumers and Certain Other Laws, the formal requirements for contracts between lenders and consumers will be enabled to be established through methods that include the verification of the consumer's identity via an information or electronic communication device.

Issues regarding the direct sales system will be regulated, and the rights and obligations of the parties will be clarified. The conciliation institution will also be allowed to be applied to provisions regarding commercial advertisements and unfair commercial practices.

Supportive measures will be taken to increase the competitiveness of domestic marketplaces against foreign-origin marketplaces, to increase employment levels, and to accelerate export growth by ensuring that more businesses turn to exports.
