Busy schedule at the Grand National Assembly of Turkey: What is on the agenda?
The Grand National Assembly of Turkey (TBMM) General Assembly will continue its deliberations on the Teaching Profession Law Proposal in the new week. The General Assembly will subsequently address the legislative proposal containing regulations regarding public austerity measures. Meanwhile, the committee process for the legislative proposal that has sparked public backlash—which provides for the euthanasia (killing) of stray animals—will also begin this week.
The General Assembly of the Grand National Assembly of Turkey (TBMM) will begin its weekly work on Tuesday, July 16.
Deliberations on the Teaching Profession Law Proposal will continue in the General Assembly.
According to the proposal, a National Education Academy will be established. Preparatory training, consisting of theoretical and practical courses determined within the framework of teaching profession competencies, will be provided by the National Education Academy.
Teacher candidates will be paid a monthly amount during the preparatory training process, calculated by multiplying the determined indicator figure by the civil servant monthly coefficient.
Contracted teachers who have completed three years of service will be appointed to teaching positions in their place of duty upon their request. Those appointed to teaching positions will not be able to change their location for 1 year, except for relocations based on valid excuses.
The teaching profession of those convicted of crimes such as manufacturing and trafficking of drugs or stimulants, facilitating their use, accepting, possessing, or using them, as well as indecent acts, obscenity, prostitution, and crimes against sexual immunity, will be terminated.
In the event that the crimes of "intentional injury," "threat," "insult," and "resisting to prevent the performance of duty" are committed against teachers in official and private educational institutions affiliated with the Ministry of National Education due to their duties, the penalties will be increased by half, and the provisions for the suspension of prison sentences will not be applied.
Among the currently serving teachers and expert teachers, those who have completed 20 years of service and meet the conditions other than the requirement of having at least 10 years of service as an expert teacher will be able to apply for the title of head teacher.
PUBLIC AUSTERITY MEASURES COME TO THE GENERAL ASSEMBLY AGENDA
Following the completion of the deliberations on the Teaching Profession Law Proposal, the TBMM General Assembly will begin deliberations on the Legislative Proposal on Amending Certain Laws and Decree-Laws, which contains regulations regarding public austerity measures.
According to this proposal, disciplinary provisions will be applied to those found to have engaged in acts and transactions contrary to the measures taken, as a result of audits conducted by the administrations themselves or by the Ministry of Treasury and Finance regarding the compliance of public institutions and organizations' expenditures and practices with austerity measures.
Fuel supply will not be possible except at fuel stations with dealership licenses and adequate equipment.
For municipalities located in provinces accepted as general life-affecting disaster zones due to the February 6, 2023 earthquakes and whose population decreased according to January 2023 data, the January 2023 data will be taken as the basis until June 30, 2027.
Regardless of whether they are private or public, those serving on the board of directors, supervisory board, liquidation board, advisory board, or in commissions, delegations, committees, and similar bodies of institutions and organizations of any status, will be able to receive payment for only one of these duties, regardless of whether the duty is internal or external to the institution.
The total net amount of payments that can be made in a month under any name, such as attendance fees, salaries, or bonuses, due to the duties performed, cannot exceed the amount found by multiplying the 108,000 indicator figure by the civil servant monthly coefficient.
COMMITTEE PROCESS BEGINS FOR THE PROPOSAL REGARDING STRAY ANIMALS
The Committee on Agriculture, Forestry and Rural Affairs will begin deliberations on the Legislative Proposal on Amending the Animal Protection Law, which contains regulations regarding stray animals.
According to the proposal, "euthanasia" will be performed by local governments on animals that are aggressive, have contagious or incurable diseases, or are prohibited from being owned.
Rehabilitated animals will be kept in shelters until they are adopted and will be recorded in the Ministry of Agriculture and Forestry's data system.
Financial support will be provided to local governments, primarily, and other relevant institutions and organizations in amounts deemed appropriate by the Ministry or as incentives.
Municipal officials who do not fulfill their obligations will be sentenced to prison for 6 months to 2 years, and the administrative fine for those who abandon their owned animals will be increased from 2,000 liras to 60,000 liras.
Cat and dog owners will be required to register their animals using the digital identification method by December 31, 2025.
TWO MINISTERS WILL BRIEF THE COMMITTEES
Specialized committees will also convene to discuss issues on the agenda.
Minister of Health Kemal Memişoğlu will provide information to the Committee on Health, Family, Labor and Social Affairs about his Ministry's work. Minister of Interior Ali Yerlikaya will also brief the Human Rights Investigation Committee on "law enforcement practices and the protection of human rights."
Council of Higher Education President Prof. Dr. Erol Özvar will make a presentation on "higher education and artificial intelligence" at the Committee on National Education, Culture, Youth and Sports, while Presidency for Turks Abroad and Related Communities (YTB) President Abdullah Eren will make a presentation at the Foreign Affairs Committee regarding the activities carried out by the Presidency.
The Petition Committee will also convene to discuss the issues on its agenda.
JULY 15 COMMEMORATION CEREMONY
A July 15 Democracy and National Unity Day Commemoration Ceremony will be held at the TBMM. AKP Chairman and President Recep Tayyip Erdoğan and TBMM Speaker Numan Kurtulmuş will attend the ceremony.
The program at the TBMM will begin with the laying of carnations at the July 15 Martyrs' Monument in the area where a bomb fell in the Parliament garden during the coup attempt. The program will continue in the Hall of Honor with the "Victory of the Nation - My Hand's Labor, My Eye's Light Exhibition."
Afterwards, the July 15 Commemoration Ceremony to be held in the Ceremony Hall will begin with the National Anthem.
Following the recitation of the Holy Quran, a July 15 video screening will take place. AKP Istanbul Deputy and composer Yücel Arzen Hacıoğulları will give a musical performance.
President Recep Tayyip Erdoğan and TBMM Speaker Numan Kurtulmuş will deliver speeches at the Commemoration Ceremony.
