The formula AKP is considering instead of 50+1 has emerged
Following the statement by AKP Chairman and President Recep Tayyip Erdoğan that "it would be appropriate to change the 50+1 requirement," AKP officials are arguing that changes should be made to the alliance system and the 50+1 rule. According to information reflected from political circles, the Latin American system is on the table.
AKP Chairman and President Recep Tayyip Erdoğan criticized the election law he himself introduced with his statement upon returning from his visit to Germany: "It would be appropriate to change the 50+1 requirement. The current 50+1 obligation is leading parties down the wrong paths."
BAHÇELİ OPPOSED
While this move by Erdoğan changed the political agenda, MHP leader Devlet Bahçeli opposed it with the words: "We are not electing a member of parliament, a mayor, or a village head. We are electing a president who will represent the entirety of the nation. As the MHP, we hold the same view today as we did yesterday."
While the 50+1 crisis between Erdoğan and Bahçeli has been shelved for now, it has emerged that new formulas for the 50+1 requirement are being sought within AKP circles.
According to the report by the Türkiye newspaper, which is known for its proximity to the government, the discussion within the AKP is to replace the 50+1 and alliance system with a model where every party enters the election under its own name and to introduce the Latin American system. With this formula being discussed by the government, every party would field its own candidate.
CHANGE IN ALLIANCE REGULATION
In this context, it is envisioned that the alliance regulation introduced into the election law in 2018 will be amended. If the election law does not pass through Parliament, it is planned to carry out the regulation through a constitutional amendment.
AKP OFFICIALS: THE ALLIANCE LAW HAD SOME HANDICAPS
AKP officials stated, "The essential element here is the Presidential Government System. The system has been accepted by everyone. It has become an indisputable system. However, the alliance law had some handicaps. It led to parties with completely incompatible ideologies forming partnerships. As a result, parties began to compromise on their principles. A party with a 1 percent vote share gained a 20 percent say. This resulted in a 19 percent injustice."
LATIN SYSTEM INSTEAD OF 50+1
The 40+1 system, which is planned to be introduced instead of the 50+1 in presidential elections, is applied in Latin America.
With this system, the candidate who receives 40+1 in the election comes in first.
The report stated that AKP officials who find this model correct conveyed the following:
"There are 36 presidential systems in the world. In 31 of them, the system works more or less with an absolute majority. In others, there is something called a qualified simple majority. This is the reason it is called the 40+1 system. A threshold is set. But the candidate must exceed 40 percent and have a 10 percent difference from their closest rival. If this does not happen, a second round is held with the two parties that received the highest votes. This system is applicable."
