The question stirring up AKP corridors during the resolution process! The real test starts now...

Discussions regarding the implementation of the “framework law” adopted within the scope of the resolution process continue within the AKP. According to a report by Cumhuriyet, the prevailing assessment in party corridors is that while the regulation offers an important opportunity to make the non-conflict process permanent, the real test will begin with the return process of PKK terrorists.

The law, which was accepted with the 'yes' votes of 467 deputies on August 10 and published in the Official Gazette on August 18, is seen by the ruling front as one of the critical stages of the process. 

According to AKP sources, the goal is to reintegrate into social life those members of the terrorist organization PKK who lay down their arms and accept the legal order of the Republic of Turkey. However, it is emphasized within the party that the law should not be viewed merely as an amnesty mechanism. It is stated that the purpose of the regulation is to detach individuals from the organization and that it should not create space for the organization to maintain its existence under different names and methods.

INDIVIDUAL EXAMINATION OF APPLICATIONS REQUESTED

One of the topics most emphasized in the corridors is the criteria by which those who wish to benefit from the law will be evaluated. Party sources argue that each application must be handled separately; the individual's position within the organization, the crimes they have committed, whether they participated in armed actions, and whether they have truly severed their ties with the organization must be investigated.

In this context, it is stated that security and intelligence units must conduct detailed examinations and that regular information sharing must be ensured among public institutions. Within the AKP, it is assessed that the image of a mass and uncontrolled return could create a backlash in public opinion and could be used by the terrorist organization for propaganda purposes.

Another concern voiced in party corridors is the possibility that the organization, having lost its armed capacity, might attempt to protect its cadres through politics, associations, municipalities, or other civil structures. For this reason, the view that democratic politics and organizational activities must be strictly separated comes to the fore.

AKP sources state that the right of citizens of Kurdish origin to engage in politics and express their demands on a democratic basis is not a subject of debate. Conversely, it is stated that organizational discipline supported by the threat of violence must not be allowed to be carried into the political sphere.

The fact that the process cannot be carried out solely through security and legal institutions is also among the topics raised within the party. It is noted that if the sensitivities of the families of martyrs and veterans are not taken into account, the regulation could lose its public support.

For this reason, it is emphasized that it must be clearly explained to the public which groups can benefit from the law and under what conditions. Keeping the Parliament informed and preventing the perception that the process is being conducted behind closed doors are among the topics given importance in AKP corridors.

Party sources state that the success of the law should not be measured by how many people benefit from the regulation, but by the liquidation of the organization in a way that it cannot resort to arms and violence again. The approach in ruling circles is summarized as, “reintegrating those who draw a clear line between themselves and weapons into social life, and preventing the organization from regaining strength through other means.”
