Hüda Par leader Yapıcıoğlu: 'State, autonomy, and federation should be freely discussable'

The General Assembly of the TBMM convened under the chairmanship of Deputy Speaker of the Parliament Bekir Bozdağ for the debates on the overall budget.

Zekeriya Yapıcıoğlu read a section from the Hüda Par party program during his speech from the parliamentary podium.

Yapıcıoğlu used the following expressions:

“We say, and I am reading it exactly as it is: Governance models such as the state system, autonomy, and federation should be freely discussable with all their positive and negative aspects.”

STATEMENTS IN THE HÜDA PAR PROGRAM

The following statements are included in section C of the Hüda Par program, titled “Decentralization and the strengthening of local governments”:

“Since the founding of the Republic of Turkey, the multilingual and multicultural structure, which is a wealth for the country, has turned into a justification for ethnic and cultural conflict due to the impositions of a monolithic mentality. Insisting on the rigid centralist management approach that emerged as a product of this mindset has also led to serious problems in the country.

Since centralist management has a cumbersome structure and the problems and understandings of each region differ, it is difficult to solve these problems from a single center in a way that satisfies the people.

In order to eliminate these drawbacks of the rigid centralist management approach, local governments, and especially municipalities, which are of great importance in terms of functionality, should be provided with a structure equipped with broader powers.

‘FLEXIBILITY SHOULD BE SHOWN…’

Local governments should be treated more flexibly in terms of resource creation and revenue generation.

In order to ensure participation in planning and decision-making processes concerning local governments, their opinions should be taken in the formation of decisions made by the central administration, and local governments should be granted the right to apply to the judiciary against regulations to be made.

MUTUAL COOPERATION

The tutelage of the central government over local governments should be abolished; instead, mutual cooperation should be ensured, and the internal audit mechanisms of local governments should be made effective.

"THERE SHOULD BE NO EXPEDIENCY AUDIT"

Furthermore, the supervision of the central administration over municipalities should be limited to compliance with the constitution and laws, proportional, and at a level that does not harm the autonomy of the municipalities; there should be no expediency audit.

ON THE APPOINTMENT OF TRUSTEES

The central government should in no way be able to terminate the duty of an elected official or remove them from office, even temporarily. Furthermore, the practice of subjecting decisions taken by local councils (municipal councils, provincial general assemblies) to the approval of the central government should be ended.

With the transfer of some administrative powers to local governments, the participation of the local population in management should be increased, and they should be ensured to have a say in decisions to be taken regarding their own regions. In this way, service efficiency will increase, waste will be prevented, and the tutelage of the central government will be broken with the autonomous structure that will be formed.

‘REFORM OF THE LOCAL STATE ORGANIZATIONAL STRUCTURE…’

Along with the reform of the existing central and local state organizational structure, the acceptance of the current structure as a taboo should be abandoned, and governance models such as the state system, autonomy, and federation should be freely discussable with all their positive and negative aspects. If it is accepted by the majority of society that they are necessary for the peace, prosperity, and security of society, these models should be able to be implemented.”
