The 2027 Central Government Budget Law Proposal includes new figures regarding overtime pay for public personnel. According to the proposal, the hourly overtime pay for civil servants, which was 16 Turkish Liras and 55 kurus in 2026, is planned to be increased to 19 Turkish Liras and 85 kurus starting from January 1, 2027.

This represents an approximately 20 percent increase in the general overtime pay rate. The regulation will be implemented throughout 2027 if the budget proposal is enacted.

NEW RATES FOR OVERTIME

The proposal also sets different hourly payment rates for certain duties and institutions. For personnel working in the private offices of ministries and for official drivers, an overtime payment of 21 Turkish Liras and 15 kurus per hour is envisioned, not to exceed 90 hours per month. For drivers working in the central organizations of general directorates, the same amount will be applied with a monthly limit of 60 hours.

Personnel working with board chairs in ministries, general managers and higher-level unit managers, strategy development chairs, governors, rectors, and metropolitan and provincial mayors will also be evaluated within this scope. In this group, there will be a limit of 90 hours per person per month, and a total limit of 450 hours for each office.

The same payment system has been proposed for personnel working with department heads and higher-level managers at the rank of general and admiral within the Ministry of National Defense, the General Staff, force commands, the Gendarmerie General Command, and the Coast Guard Command.
