While a corruption investigation into Kırıkkale's Yahşihan Municipality is ongoing, the Court of Accounts' 2023 audit report included findings of irregularities regarding certain transactions at the municipality.
In the district where AKP and MHP mayors and the zoning director were arrested as part of the investigation, the report states that 9 million 838 thousand 942 liras were paid for the construction of Hoca Ahmet Yesevi Street, and 18 million 875 thousand liras were paid for the purchase of concrete curbs and interlocking pavers.
Court of Accounts auditors determined that inspection and acceptance commissions were not established for these two purchases, totaling 28 million 713 thousand 942 liras, and that the work was considered accepted without the necessary checks being completed. The report emphasized that making payments without following these processes is contrary to legislation.
The audit report also stated that in some purchases, monetary limits were exceeded without obtaining the approval of the Public Procurement Authority, that no contracts were made for certain direct procurement transactions, and that the municipality's real estate records were not kept in accordance with the legislation.
Another issue highlighted in the report was the right-of-way fees that should have been collected from telecommunications companies. The Court of Accounts recorded that these fees were not collected.
The report also noted that the Yahşihan Municipality's 2023 budget was set at 420 million liras, the net income obtained during the year remained at 172 million 508 thousand liras, and the annual expenditure reached 401 million 280 thousand liras.
