Administrative fines to be applied to shared electric scooter operators have been reorganized. The regulation amendment, prepared by the Ministry of Transport and Infrastructure, the Ministry of Environment, Urbanization and Climate Change, and the Ministry of Interior, has been published in the Official Gazette and entered into force.
With the new regulation, the fine for operators acting without an authorization certificate and shared e-scooter permit has been increased from 10 thousand TL to 86 thousand 900 TL. The fine to be applied if operators violate certain operational obligations has been raised from 1 thousand TL to 8 thousand 687 TL.
In the event that the total number of e-scooter permits obtained for the province of operation is exceeded, fines will be applied incrementally. Accordingly, an administrative fine of 8 thousand 687 TL will be imposed for the first violation, 86 thousand 900 TL for the second violation, and 170 thousand TL for the third violation.
The regulation also mandates that operators provide a call center accessible to users 7 days a week and 24 hours a day, or a mobile application that can be used for the same purpose. Operators who do not comply with this obligation will be subject to a fine of 43 thousand 447 TL.
An administrative fine of 50 thousand TL is stipulated for operators who do not provide the necessary information and documents during inspections. The activities of operators who receive a fine for a third violation within the scope of their authorization certificate will be temporarily suspended for 6 months.
With the regulation that entered into force as of October 13, 2026, sanctions regarding permit, operation, and inspection obligations in shared electric scooter management have been increased.
