Published in the Official Gazette: Changes to the Police Appointment Regulation! New regulations for Special Operations

Comprehensive changes have been made to the regulation determining the appointment and assignment principles for personnel serving in the police force.

According to the new regulation, appointments for personnel serving at the rank of chief inspector and below will now be carried out according to the updated duty point system. Points determined by taking into account the socio-economic level, workload, and personnel needs of provinces and districts will be announced via the Personnel Information System. Personnel will be granted a 15-day right to appeal regarding their calculated points, and the final evaluation results will be announced in March.

APPOINTMENT EXEMPTION FOR SPECIAL OPERATIONS REMOVED

Regulations that allowed personnel in the special operations branch to be exempt from certain appointment rules have been repealed. With the new system, special operations personnel will also be subject to the same appointment rules as other police members.

Service durations in some regions have been reshaped. While the seven-year service period has been reduced to five years in some units, it has been increased to twelve years in others.

Appointments will now be carried out entirely in a digital environment. Personnel will be placed into quotas by taking into account criteria such as duty points, rank, branch, and length of service. To ensure these changes are implemented effectively, past duty points will be recalculated. The points of personnel who started their duty in 2010 and before will be updated based on provincial center points.

As the new regulation enters into force, the 2025 appointment calendar will be announced by the General Directorate of Security.
