A new era has begun in land registry. Information such as fingerprints and biometric photos found on citizens' new ID cards is entered into the system and verified. In this way, it is confirmed that the person wishing to perform a title deed transaction is indeed that person. Furthermore, this system also prevents fraud incidents.

İsmail Özcan, President of the Real Estate Marketing and Sales Professionals Association (GAPAS), made important warnings by issuing a statement regarding the Electronic Identity Verification System (EKDS), which has started to be used across Turkey by the General Directorate of Land Registry and Cadastre.

TRANSACTIONS WITH A RELIABLE INFRASTRUCTURE IN TITLE DEED TRANSFERS

Providing information about the new system, İsmail Özcan said, “The Electronic Identity Verification System (EKDS) is a system that verifies individuals within a framework that keeps data such as the new generation ID card being issued by the authorized institution, the General Directorate of Population and Citizenship Affairs, the person being the owner of the presented card, the person being present at the service location during identity verification, and where, when, by whom, and why the identity verification process was performed.

It provides a secure environment for citizens, especially since it is a verification performed with personal data such as fingerprints. With EKDS, it will now be possible for the process to proceed with an extremely reliable infrastructure, especially in a valuable transaction such as a title deed transfer.”

IN THIS CASE, THE TITLE DEED TRANSFER PROCESS WILL NOT CONTINUE

Stating that identity verification is mandatory for the transfer process, Özcan said, “When our citizens are parties to a title deed transfer transaction, once the necessary applications are made and the title deed transfer is ready, they will be able to provide their signature for the transfer after verifying their identity with EKDS when they go to the relevant land registry offices in person; if identity verification cannot be performed, the title deed transfer process will not continue. This system will reveal whether the individuals are the actual former and new owners of the title deed in question.”

COMPARED WITH DATA IN THE SYSTEM

Providing information on how the accuracy of identity information will be confirmed, İsmail Özcan said, “EKDS has an infrastructure where the General Directorate of Population and Citizenship Affairs and the General Directorate of Land Registry and Cadastre work together. Therefore, personal data loaded into the system when obtaining an ID card is compared with the data provided to the devices belonging to the relevant system during a transaction at the land registry office.

In this system, where technological developments and infrastructures are used intensively, the data read from the new generation chip ID cards inserted into the devices at the land registry office and the provided fingerprint are compared with the data in the central system, and it is checked from the central data repository whether the person presenting the ID card and providing the fingerprint is the real person with that name,” stating that if verification can be performed, the title deed transfer process is continued.

ARE TRANSACTIONS PERFORMED WITH OLD ID CARDS?

Pointing out that one must possess a new generation chip ID card for verification and that such ID cards are inserted into and used in EKDS devices, GAPAS President Özcan said, “Therefore, our citizens who have business at the land registry office must obtain their new generation chip ID cards as soon as possible for the sake of their own transaction security. Old ID cards are still in use, but at a point where everything is moved to an electronic environment and transactions are accelerated, one should get rid of old ID cards as soon as possible.”

ATTENTION CITIZENS GOING TO THE LAND REGISTRY OFFICE

Emphasizing that within the framework of EKDS gaining validity in title deed transactions, citizens who have business at the land registry office must carry their new generation chip ID cards with them, Real Estate Marketing and Sales Professionals Association (GAPAS) President İsmail Özcan concluded his words by saying, “The new generation chip ID cards must not be broken, the chip must not be damaged, and the surfaces of the ID card must be clean. On the other hand, since EKDS performs verification with fingerprints, there should be no condition (cast, prosthesis, etc.) on the fingers that would prevent the provision of a fingerprint.

Real estate properties are valuable assets; to ensure transaction security, real estate owner citizens must have obtained their new generation chip ID cards and gone to the population directorates to provide their fingerprints as soon as possible so that basic data that can be used during the check at the land registry office is created in the central system and fraud can be prevented.”

WARNING MESSAGES ARE SENT VIA SMS

On the other hand, warning messages are sent via SMS to those who will perform transactions at the land registry. These messages state that a new application has been implemented and that there should be no deficiencies, cracks, or deformations in the chip part of the new ID cards. If such a problem is experienced, it is requested to make an appointment at the population directorates and come to sign with a temporary identity document.
