Salary cap introduced to the Premier League

The Premier League has approved a salary cap but rejected a spending limit for clubs. In a vote held on Friday, the Premier League decided that starting from the 2026-2027 season:

It accepted regulations such as SCR (Salary Cap Ratio) and SSR (Short/Long-Term Sustainability Rules), while rejecting the TBA (Top-to-Bottom Anchoring) proposal.

SCR: This regulation stipulates that clubs can spend a maximum of 85% of their revenue on player wages and agent commissions.

SSR: Measures the ability of clubs to meet their short and long-term economic obligations.

Top-to-Bottom Anchoring (TBA) Proposal: If this proposal had been accepted, clubs would have been able to spend a maximum of 5 times the TV and prize money of the league's bottom-placed team on squad costs.

For example, in the 2023-2024 season, this limit would have been approximately: 550 million pounds (630 million euros). This proposal was rejected as it did not receive sufficient support.

The Premier League's statement was as follows: “The purpose of the new salary cap is to promote competitive balance for clubs aiming for success. It also aligns the Premier League's financial structure closer to UEFA's 70% squad cost rule.”

The Premier League's financial regulations had not been updated since 2013. Therefore, they did not take inflation into account and did not factor in the rising costs in football. This old structure prohibited clubs from losing more than 105 million pounds over three years. The new rules offer a broader financial framework.

Many institutions state that these regulations will result in legal action.

The Professional Footballers' Association (PFA) commented, “If the Premier League limits the potential earnings of players without considering their views, we will take this regulation to court.”

PFA Chief Executive Maheta Molango said, “There is a tendency to think that football is above the law. But football is not above the law. You cannot limit people's livelihoods. These rules will be challenged in court. The only winners will be the lawyers. Ways can be found for financial sustainability, but this cannot be implemented unilaterally.”

Three major agency firms (CAA Base, Stellar, Wasserman) wrote a letter to the Premier League's legal department, stating that they were not consulted regarding these regulations.
