The UK government has prepared a bill aimed at banning participation in organizations that plan to break away from the global football system, such as the "European Super League," and preventing club owners and executives who demonstrate financial mismanagement from returning to office.
The bill, called the Football Governance Bill, will be presented to the UK parliament today. It is stated that the European Super League initiative, the bankruptcy of some clubs, and sales, badge and color changes, and executive appointments made despite fan opposition played a role in the preparation of the bill.
INDEPENDENT FOOTBALL REGULATOR TO BE ESTABLISHED
If the bill is passed, an independent football regulator will be established to oversee football. It was noted that this board will aim to protect sustainable financial structures and English football culture.
FAN ENGAGEMENT TO BE INCREASED
The bill will also ensure fan participation in management processes. It will be necessary to consult fans on off-pitch issues such as club history and the club's strategic plans. Areas requiring fan participation will be determined by the independent regulator to be established.
SUPPORT FROM PRIME MINISTER SUNAK AND MINISTER FRAZER
UK Prime Minister Rishi Sunak said, "Some clubs have been abused by unscrupulous owners despite long-term financial mismanagement. In the worst-case scenarios, as we saw with Bury and Macclesfield Town, they lead to complete collapse."
Sunak stated that with the prepared bill, fans will have a say in many matters, adding, "This will put fans at the heart and front of the game, prevent breakaway leagues, and protect the financial sustainability of clubs and the historic heritage of our big and small clubs."
Secretary of State for Digital, Culture, Media and Sport Lucy Frazer also shared the view, "Football is nothing without fans. We are determined to put them at the center of the game and keep clubs alive as a vital community asset."
