Izmir Bar Association files lawsuit to annul 'massacre regulation': 'We will never give up'
The Izmir Bar Association has filed a lawsuit with the Council of State to annul the Animal Protection Regulation, which passed through the Grand National Assembly of Turkey (TBMM) despite widespread backlash. In a statement, the Bar Association declared, "As the Izmir Bar Association, we announce to the public that we will never give up the fight for the right to life and freedom of every living being."
The Izmir Bar Association has taken action to annul the Animal Protection Regulation, which became law after passing through the TBMM despite all objections. The Bar's administration has filed a lawsuit with the Council of State for the regulation's annulment.
The Izmir Bar Association stated that the Animal Protection Regulation, which entered into force on December 13, 2024, is contrary to international conventions, the Constitution, and the Universal Declaration of Animal Rights. A lawsuit was filed with the Council of State for the regulation's annulment.
A statement regarding the annulment lawsuit was issued by the Izmir Bar Association. The statement included the following remarks:
“The regulation in question violates the rule of legal predictability guaranteed by the Constitution, as it causes the principle of certainty—a fundamental element of the rule of law—to lead to arbitrary and uncontrollable practices. There is no legal or conscientious aspect to this 'massacre regulation,' which contradicts the name and purpose of the Animal Protection Law, grants the administration an ill-defined discretionary power, and forces veterinarians to kill animals in a manner contrary to the nature of the veterinary profession, professional rules, and legislation, while also introducing regulations that will prevent the rehoming of animals."
'WE EXPECT IT TO BE URGENTLY ANNULLED'
We remind everyone once again and note for history that the responsibility for the massacres that have occurred and will occur rests upon us all as long as the law and the regulation are not annulled. As a requirement of the rule of law, we expect the massacre law and its regulation to be urgently stayed and annulled; as the Izmir Bar Association, we announce to the public that we will never give up the fight for the right to life and freedom of every living being."
