In his speech, Biden stated that former U.S. President Barack Obama had asked him to build closer relations with Chinese President Xi Jinping during his time as vice president, but he made a notable slip of the tongue. Biden said, "I spent a lot of time with Xi. When I was vice president, my president (Obama) told me he wanted me to get to know Xi Jinping better. Because it was clear he was going to be the head of Russia," creating an incorrect connection between China and Russia.
