Carney stated, "Canada expects all parties in this conflict, and in every conflict, to adhere to international law and the rules of war.
This means that the civilian population and civilian infrastructure must absolutely not be targeted.
We call on all parties to fulfill these responsibilities.
We have expressed this view both publicly and in private discussions," he said.
