Finland publishes intelligence report: 'High risk of Russian espionage'

The Finnish Security and Intelligence Service (SUPO) stated in a report that Russia's capacity to conduct human intelligence operations has weakened. On the other hand, it was noted that the 'risk of Russian espionage activities and influence' remains high.

In the annual report published by SUPO, it was noted that Russia's primary focus is on Ukraine rather than Finland, and therefore there is no military threat to the country in the near future.

The report stated that Russia fundamentally views Finland as a 'hostile country' and aims to create deterrent elements that would negatively affect Finland's NATO membership through espionage and influence operations, noting that the cyber environment and critical infrastructure are particularly vulnerable to such threats.

The report warned that despite the weakening of Russia's capacity to conduct human intelligence operations, the risk of Russian espionage and influence remains high. The report stated, "There is a high risk of Russian espionage."

Reiterating that Russia poses the greatest security threat to Finland, the report stated that the poor relations between Helsinki and Moscow are now the 'new normal.'

Pointing out that it is likely Moscow will cause problems for Finland in the near future, the report argued that Russia's influence should not be underestimated and that creating uncertainty and chaos is often sufficient for Russia.

Acting SUPO Director Teemu Turunen said that it is necessary to be prepared for malicious activities both now and in the long term.

Following Finland's accession to NATO on April 4, 2023, Russia accused the West of trying to separate Helsinki from Moscow by dragging it into the alliance. In December, Finland closed its borders with Russia, which it accused of helping illegal migrants attempt to cross the border.
