Former senior CIA official Graham Fuller has died

Graham Fuller, who served in various critical roles at the U.S. Central Intelligence Agency for many years, passed away on January 29 due to a heart condition. It was stated that Fuller was with his family at the time of his death and spent his final days with them.

Fuller, who played active roles in both U.S. foreign policy and the intelligence field, was known for his expertise on the Islamic world. Throughout his career, he worked within the State Department and the CIA in countries such as Germany, Turkey, Lebanon, Saudi Arabia, North Yemen, Afghanistan, and Hong Kong.

Fuller, who served as the CIA's station chief in Kabul until 1978, was subsequently appointed as the National Intelligence Officer for the Near East and South Asia in 1982. He was among the planners of the Green Belt, one of the strategic projects of the Cold War era. Within the framework of this project, policies aimed at supporting "moderate Islamist movements" against the threat of communism were prioritized.

Fuller's name also came to the fore as one of the individuals who prepared a reference letter for FETÖ leader Fethullah Gülen to obtain permanent residency in the U.S. Furthermore, an arrest warrant was issued for him during the investigations conducted following the 2016 coup attempt in Turkey. The warrant included charges such as attempting to overthrow the government of the Republic of Turkey, obtaining confidential state information for espionage purposes, and attempting to disrupt the constitutional order.

Graham Fuller, who died at the age of 89, has been recorded as one of the controversial figures in the history of U.S. foreign policy and intelligence.
