Issued during the Trump era! New executive order from US President Biden: Turkey completely removed from the list

US President Biden notified Congress that he has signed a new executive order, numbered 14142, which includes additional regulations regarding the current situation in Syria.

In the new executive order, Biden revised executive order 13894, which was issued on October 14, 2019, under the signature of then-President Donald Trump, and removed all references to Turkey that were present in the previous text.

This move by Biden is considered a significant legal achievement for Ankara, which had long demanded that Turkey be completely removed from the 2019 executive order.

In the notification sent to Congress, Biden stated that the situation in Syria has changed significantly since 2019 and that the agenda regarding the military operation (of Turkey) that was the subject of that order is now in the past, offering the following assessment:

"This order makes minimal changes to Executive Order 13894, based on the fact that certain operations referenced in that order concluded 5 years ago. Specifically, under the new order, the United States maintains the right to impose sanctions on persons who threaten the peace, security, stability, or territorial integrity of Syria, or who engage in or attempt to engage in such actions or policies that cause serious human rights abuses."

With his new executive order, Biden has revised the policy-making processes regarding Syria according to current conditions, while noting that the US can still impose sanctions on individuals who threaten peace, security, stability, or territorial integrity in Syria.

The executive order issued on October 14, 2019, under the signature of then-US President Trump, had provided for sanctions due to Turkey's Operation Peace Spring in Syria.

In this context, the US administration had decided to impose sanctions on the Ministry of National Defense, the Ministry of Energy and Natural Resources, Minister of National Defense Hulusi Akar, Minister of Energy and Natural Resources Fatih Dönmez, and Minister of Interior Süleyman Soylu.

Following the conclusion of the operation, Trump had ordered the lifting of these sanctions on October 23, 2019.
