Article 4 of the decree

Based on the provisions of theConstitutional Declaration,

Article (2): The state commits tothe protection of cultural and linguistic diversity; it guaranteesthe right of Kurdish citizens to preserve their heritage and arts, and to develop their mother tonguewithin the framework of national sovereignty, under theguarantee oftakes into account.

Article (3): Kurdish is recognized as a national language. In regions where the Kurdish population issignificantly present,it shall be included in state and private schools as an elective course or within the scope ofeducational-cultural activitiestherein. is permitted to be taught.Article (4): All exceptional laws and measures
