It was stated that vital humanitarian aid programs will continue in accordance with the instructions specified in the waiver, and that activities suspended under the decision to halt all foreign aid will be temporarily resumed until the review process is completed.

Furthermore, it was stated that no new contracts will be signed, except for exceptions deemed necessary to maintain vital humanitarian aid programs.

It was underscored that this decision applies to supplies and administrative costs necessary for the provision of vital humanitarian aid, essential medicines, medical services, food, shelter, and livelihood assistance.

It was noted that the decision does not apply to programs related to gender and ideology, conferences, abortion, family planning, and other non-vital aid.

It was stated that Migration and Refugee Assistance can only be used to support activities within the scope of vital humanitarian aid and to send third-country nationals to their countries of origin or to safe third countries.

It was noted that additional waivers or exceptions for humanitarian aid not covered by the waiver can be requested through the Department of State's Director of Foreign Assistance.

It was emphasized that implementing partners and non-governmental organizations (NGOs) must work in partnership with US government agencies for their requests regarding the matter.

TRUMP REVIEWS AID

US President Donald Trump signed an executive order regarding foreign aid on January 21, immediately after taking office.

The executive order noted that all ministries and agencies responsible for US foreign development aid programs would cease payments to foreign countries, and that a 90-day review period had been initiated to evaluate the program's alignment with US foreign policy.

US foreign development aid covers economic, social, technical, and humanitarian assistance provided to other countries.

It had been reported that all foreign aid funded by the US Department of State and the United States Agency for International Development (USAID) was halted on January 27.

It was stated that United Nations (UN) Secretary-General Antonio Guterres had 'noted with concern' the US decision to suspend foreign aid.
