Portugal, located on the western edge of Europe, has announced that it will grant long-term residency permits to foreigners who can demonstrate a monthly income of 870 Euros under the D7 program, known as the “Passive Income Visa.” The new policy accepts applications from many countries, including Turkey.

Foreigners who can document pension, rental, or dividend income will be able to obtain both residency and work permits with this visa.

SALARY AND COMMERCIAL INCOME ARE EXCLUDED

The passive income requirement, which corresponds to approximately 42,708 TL at the current exchange rate, covers only guaranteed payments. Active income types such as salaries or commercial earnings will not be considered valid for D7 applications.

The first applications for the program began last year. While a large number of foreign applications have already been approved, it is stated that Turkish citizens are also showing intense interest in the program.

D7 VISA APPLICATION PROCESS

According to information from Artı33, the application process is carried out in two stages:

VISA APPLICATION FROM TURKEY

Applications can be made through the Portuguese Consulate or AS Visa centers. Candidates are required to submit the following documents:

  • Passport valid for at least 6 months
  • D7 visa application form
  • Income documents for the last 6 months (rent, pension, etc.)
  • Proof of accommodation in Portugal (rental agreement or title deed)
  • Bank account opened in Portugal and deposited income guarantee
  • Tax identification number (NIF)
  • Criminal record, health insurance with at least €30,000 coverage, and biometric photo

RESIDENCY APPLICATION IN PORTUGAL

After the visa is approved, one enters the country and completes the residency permit application at the SEF (Serviço de Estrangeiros e Fronteiras) office. The initial residency permit is valid for 2 years and can be extended for another 3 years thereafter.

Those who complete five years of legal residence can apply for permanent residency or Portuguese citizenship.

D7 VISA REQUIREMENTS

  • Passive income requirement: At least 870 Euros monthly income.
  • Additional income for family members:
  • 50% additional income for a spouse
  • 30% additional income requirement for each child
  • Portuguese bank account and NIF number: Mandatory before application.
  • Proof of accommodation: Rental agreement, title deed, or long-term reservation.
  • Criminal record: A clean criminal record is mandatory.
  • Health insurance: Requirement for private insurance valid in Portugal.
