Ukraine bans Telegram on official devices

Ukraine has announced that it has banned the use of the Telegram messaging platform on official devices for government and military personnel, as well as critical infrastructure workers. This decision was made to reduce security threats posed by the full-scale invasion launched by Russia in 2022.

In a statement issued by the National Security and Defense Council of Ukraine (RNBO), it was noted that Telegram is frequently used for cyberattacks, phishing, and the distribution of malware. The Council also emphasized that the platform has the potential to track user locations.

It was stated that the decision was made at a meeting attended by high-level information security officials, the military, and members of parliament. Military intelligence chief Kyrylo Budanov presented credible evidence that Russian intelligence has access to the personal messages and deleted correspondence of Telegram users. Budanov stated, "This is not a matter of freedom of speech, but a matter of national security."

In a statement regarding the ban, Telegram said, "Our application has never provided messaging data to any country, including Russia. Deleted messages are technically deleted forever in a way that makes them impossible to recover." The company argued that most leaked messages were the result of compromised devices.

This ban is considered part of Ukraine's efforts to increase its cybersecurity measures. Experts state that the banning of Telegram could lead to debates not only locally but also internationally. This development brings the balance between freedom of expression and security back to the agenda.
