UN Security Council adopts Gaza resolution

The United Nations (UN) Security Council has adopted a resolution detailing the powers of the International Stabilization Force, which is part of US President Donald Trump’s ceasefire plan for Gaza. In the vote on UN Security Council resolution 2803, submitted by the US, 13 of the 15 members voted in favor, while representatives from Russia and China abstained.

Speaking before the vote on the resolution, which envisions the establishment of an International Stabilization Force to work alongside Israel and Egypt in the Gaza Strip and grants this force a mandate for an initial period of two years, US Permanent Representative to the UN Michael Waltz described the resolution as "a text born from Trump’s 20-point comprehensive plan."

Emphasizing that the resolution was shaped by the diplomatic efforts of Qatar, Egypt, Saudi Arabia, the United Arab Emirates, Turkey, Pakistan, and Indonesia, Ambassador Waltz stated, "These countries stood with President Trump during the high-level meetings of the UN General Assembly."

Highlighting that the resolution authorizes an International Stabilization Force in Gaza and will establish a strong peace coalition featuring troops from Muslim countries such as Indonesia and Azerbaijan, Ambassador Waltz said, "These brave people will secure the streets of Gaza, oversee disarmament, protect civilians, and ensure humanitarian aid passes through safe corridors. While all this happens, Israel will phase out its presence, and an elected, trusted Palestinian police force will take on a new role."

US Permanent Representative to the UN Waltz also pointed out that the plan would eliminate Hamas's control. Noting that Russia was preparing an alternative resolution, Waltz warned that voting against the resolution would mean "returning to war," stating, "All of these serve to repeat the war. Delay will cost lives."

The resolution, which provides international legitimacy for a multinational security mission in Gaza, was seen as a necessary condition for deployment by countries considering sending troops to the force that will serve in Gaza, as well as by donors.

The resolution envisions the establishment of a Peace Council for the administration of Gaza within the framework of US President Trump’s 20-point ceasefire plan. The resolution, which proposes that the Peace Council—which has not yet been established and will be chaired by Trump—be tasked as the interim governing authority, also grants a mandate to the International Stabilization Force to work alongside Israel and Egypt in the Gaza Strip.

According to the text of the resolution, the duties of the International Task Force include ensuring the security of Gaza's borders, protecting civilians, facilitating humanitarian aid, supporting the training and deployment of a restructured Palestinian police force, and overseeing the permanent decommissioning of weapons held by Hamas and other armed groups.

The text also states that Israeli forces will withdraw completely once this international force has established security and control over the entire region.
