The Shelter Regulation has been amended to make shelters mandatory for residential buildings with more than 10 independent units. Metro tunnels and public gardens will be regulated according to their shelter capacity. Additionally, TRT has been tasked with establishing the technical infrastructure to ensure uninterrupted broadcasting in all shelters during emergencies. For buildings obtaining new construction permits, a shelter plan will now be a mandatory part of the project file. A 5-year transition period has been set for bringing shelters in existing buildings up to standard. The use of shelters as storage, parking, or common areas has been prohibited. These areas must be kept ready and empty solely for situations such as disasters or war. Each shelter is now required to have a backup energy source, ventilation filters, a water tank, a waste disposal system, emergency lighting, and special insulation coating to allow for mobile phone signal transmission.

The Regulation on Dining Halls, Canteens, and Other Businesses in KYK Dormitories has been amended. Accordingly, the prices of food offered in KYK dining halls and canteens must be at least 35% cheaper than market prices. The use of additives such as instant soup, corn syrup, and artificial sweeteners in dining halls has been banned. It has become mandatory for meat products to be slaughtered under veterinary control and to have certificates of origin, and for dormitories with a capacity of more than five hundred to employ a food engineer or dietitian. Business owners who are natural persons are prohibited from transferring their business, taking on partners, or converting their businesses into legal entities. Furthermore, the regulation has set price determinations for all other businesses in dormitories, such as hairdressers, barbers, tailors, and photocopy-stationery shops.

The Regulation on the Nutrition of Students Residing in KYK Dormitories has been amended. Food subsidies provided to students for breakfast and dinner will no longer be given in cash and can only be used via an electronic system in dining halls or canteens. Payments will be made once a month; students will not be able to benefit from the subsidy on leave days, and it will not apply to students staying in duty dormitories during the summer break.

The Highway Traffic Regulation has been amended to make it mandatory for motorcycle riders and passengers to wear protective gloves that meet standards. This requirement does not cover bicycles and moped-type vehicles. Additionally, it is now mandatory for ATV riders to wear protective helmets and goggles, and for their passengers to wear protective helmets.

The Ministry of Justice has determined the working procedures for notaries on holidays through an amendment to the regulation on notaries. Excluding official holidays, duty notaries will be open on Saturdays and Sundays between 9:00 AM and 5:00 PM, but only wills and urgent matters where delay would be detrimental will be accepted.

The operating licenses of Payfix, Ininal, and Aypara have been revoked by the CBRT. The operations of these companies had been suspended in March 2025 following MASAK reports obtained within the scope of an illegal betting investigation.

The Regulation on Building Materials and Soil Laboratories has been amended to prohibit laboratories from having their tests conducted by subcontractor laboratories in other provinces, and the frequency of inspections has been increased.

The Gendarmerie General Command Uniform Regulation has been amended to prohibit tattoos on the face, head, neck, below the elbows, and below the knees.
