Beştepe responds to 'system revision' claims: 'Not on our agenda'; İsmail Saymaz asks officials

At a time when work on a new constitution is gaining momentum within the AKP, claims have emerged that comprehensive changes will be made to the functioning of the Presidential Government System.

Some reports published today suggested that, in line with a report prepared within the AKP, the reorganization of certain elements of the system is being evaluated. The claims mentioned options such as increasing the powers of Parliament, appointing ministers from among members of parliament, transferring some executive powers to the Council of Ministers, and abolishing the deputy minister system to return to the undersecretary model.

Journalist İsmail Saymaz shared on his social media account regarding the news in question that there is no work on the agenda for a revision of the Presidential Government System.

It came to the agenda with the new constitution discussions

It was noted that the system debate emerged at a time when the AKP has accelerated its work on a new constitution.

Especially after the framework law prepared within the scope of a "Terror-Free Turkey" was accepted with a high number of votes in the Grand National Assembly of Turkey (TBMM) General Assembly, assessments were made that a broader ground for consensus could be formed in Parliament for a new constitution. The views of some AKP figures that new constitutional amendments could be accepted with over 400 votes were also reflected in the press.

Following these developments, discussions began on whether the current government system would also be reconsidered along with the constitutional amendment.

What changes were in the claims?

In the reports from political circles, it was claimed that the goal was not to completely change the Presidential Government System, but specifically to increase the oversight power of the TBMM over the executive branch.

Accordingly, it was alleged that proposals such as appointing ministers from among members of parliament, but preventing them from voting in Parliament; having ministers answer oral questions in the General Assembly; transferring some of the President's powers to the Council of Ministers; and abolishing deputy ministries to reintroduce the undersecretary system were being evaluated.

The statement from Presidential sources, contrary to these claims, was that such a revision study is not on Beştepe's agenda.

Eyes in Ankara are on the new constitution process

Beştepe's statement is also noteworthy in terms of the political rumors that have come to the fore one after another recently.

Especially in a process where party changes on the opposition front, searches for new political structuring, and discussions regarding parliamentary arithmetic have intensified, claims of changes in the government system have also become one of the important topics of the political agenda.
