Notable appointment decision in Kayseri amid refugee tensions

While eyes remain on the tensions that erupted in Kayseri and subsequently spread to northern Syria, a notable appointment has been made via a decision published in the Official Gazette.

Bülent Karacan, the District Governor of Melikgazi in Kayseri, where the refugee tensions and incidents took place, has been appointed as the District Governor of Beylikdüzü, Istanbul.

Sedat Sırrı Arısoy, the District Governor of Nazilli in Aydın, has been appointed to replace Karacan.

WHO IS BÜLENT KARACAN?

Bülent Karacan was born in 1975 in the Kozaklı district of Nevşehir. He completed his primary, secondary, and high school education in Kozaklı. In 1993, he entered the Department of Public Administration at the Faculty of Political Sciences of Istanbul University, graduating in 1997. In 1998, he passed the district governorship exam and began his service as a district governor candidate in Samsun. He served as acting district governor in the districts of Samsun-Kavak, Aksaray-Güzelyurt, and Bursa-Harmancık, and as a district governor assistant in Samsun-Vezirköprü.

As part of the Ministry of Interior's District Governor Candidate Training program, he received language training at the University of Nottingham in the UK for 9 months and attended the Public Diplomacy Course at the National Security Academy. After successfully completing the district governorship course, he served as district governor in Kastamonu-Hanönü and Kahramanmaraş-Ekinözü, and as deputy governor in Şanlıurfa. He successfully completed his thesis on 'Corruption in Turkish Public Administration' in the Department of Public Administration and Political Science at Ankara University Faculty of Political Sciences, earning the title of Expert in Science.

In 2007, he was appointed as the District Governor of Pozantı, and in 2011, he was appointed as the Deputy Governor of Tokat. In December 2016, he was appointed as the District Governor of Erbaa with the Decree on the Appointment and Relocation of Civil Administrators. Karacan most recently served as the District Governor of Melikgazi. Karacan is married and a father of two children.
