Regulation on private health facilities providing outpatient diagnosis and treatment published in the Official Gazette

With the renewed Regulation, comprehensive arrangements have been made regarding health services provided in medical centers, polyclinics, private practices, and all private health facilities.

ACCREDITATION MANDATE INTRODUCED

According to the new regulation, it has become mandatory for medical centers to obtain an accreditation certificate from the Turkish Institute for Health Services Quality and Accreditation (TÜSKA). Additionally, new criteria have been introduced for opening a maternity unit within a medical center. Electronic systems will be mandatory for registration and archiving processes.

NEW MEASURES FOR PATIENT SAFETY

Medical indication and practice audits have been introduced to evaluate the compliance of all medical treatment practices directly related to patient health and safety with scientific standards. Medical centers equipped to provide 24-hour service are now permitted to establish emergency units and surgical intervention units, and standards regarding which interventions can be performed in medical centers have been updated.

ADDITIONAL CRITERIA FOR PRIVATE HEALTH FACILITY OWNERSHIP

With the regulation, the opening of new private health facilities and the evaluation of staffing requests will now be included in annual planning. Furthermore, in accordance with Law No. 1219, it is strictly prohibited for individuals banned from the medical profession to own a health facility. Individuals whose health facility license has been previously revoked are prohibited from opening a new health facility for a period of 5 years.

TRANSFORMATION OF POLYCLINICS INTO MEDICAL CENTERS TO BE ENCOURAGED

The regulation will allow two or more polyclinics to merge and transform into a medical center. It will be possible to provide additional staff quotas equal to the number of merged polyclinics.

ADDITIONAL CRITERIA

The framework for medical practices to be applied in private practices has been reorganized in accordance with modern medical rules. Additionally, new criteria have been introduced regulating building and physical conditions for health services to be provided in physical therapy and rehabilitation institutions and units.
