Born in 1974 in Balışeyh, Hilmi Şen completed his primary, secondary, and high school education in Balışeyh.

Şen served as a founding member of the AK Party central district and as a member between 2001 and 2004, as deputy chairman of the election board in the 2004 local elections, and as deputy chairman of the AK Party central district and head of the organization between 2005 and 2008.

He became the mayor of the Balışeyh district of Kırıkkale in the last local elections.
